Managers and directors rarely take the 'bottom up' sales forecasts they receive from regions or divisions at face value.

Most often they apply their own fudge factors because they've learnt to treat these forecasts with caution.
That's because the forecasts are aggregated from multiple inconsistent spreadsheets and e-mails, and sales people can only update the forecast spreadsheet one-by-one, late at night; so often they don't. What's more the forecast spreadsheet itself was typically designed by someone who left the company and few people really understand how it all adds up.
